November Energy Legislation

November 30 – H.R. 6526: Advanced Nuclear Deployment Act

Introduced by Rep. Richard Hdson [R-NC9], this bill would facilitate the efficient licensing and deployment of advanced civilian nuclear technologies.

November 30 – H.R. 6536: REBATE Act

Introduced by Rep. Darren Soto [D-FL9], this bill would provide that local governments may receive grants to carry out HOMES rebate programs and high-efficiency electric home rebate programs in States in which the applicable State energy office is not carrying out such a program, and for other purposes.

November 30 – S. 3373: Untitled

Introduced by Sen. Steve Daines [R-MT], this bill would require the Federal Energy Regulatory Commission to extend the time period during which licensees are required to commence construction of certain hydropower projects.

November 30 – H.R. 6530: Energy Parity Act

Introduced by Rep. Doug Lamborn [R-CO5], this bill would amend the Energy Act of 2020 to provide for energy parity, and for other purposes.

Introduced by Rep. Russ Fulcher [R-ID1], this bill would amend the Geothermal Steam Act of 1970 to promote timely exploration for geothermal resources under geothermal leases, and for other purposes.

Introduced by Sen. Gary Peters [D-MI], this bill would establish a voucher program for the purchase and installation of emission reducing technologies for Class 8 trucks, and for other purposes.

November 13 – H.R. 6372: GRID Act

Introduced by Rep. Brian Babin [R-TX36], this bill would amend the National Quantum Initiative Act to require the Secretary of Energy to conduct research on how quantum information science, technology, and engineering can enhance the resilience and security of the electric grid, and for other purposes.

November 9 – H.R. 6326: Advanced Reactor Fee Reduction Act

Introduced by Rep. Larry Buchson [R-IN8] this bill would amend the Nuclear Energy Innovation and Modernization Act to reduce regulatory costs for advanced nuclear reactor application reviews, and for other purposes.

November 9 – H.R. 6348: Trees for Residential Energy and Economic Savings Act of 2023

Introduced by Rep. Doris Matsui [D-CA7], this bill would direct the Secretary of Energy to establish a grant program to facilitate tree planting that reduces residential energy consumption, and for other purposes.

November 9 – S. 3289: Alaska’s Right to Produce Act of 2023

Introduced by Sen. Dan Sullivan [R-AK], this bill would ratify and approve all authorizations, permits, verifications, extensions, biological opinions, incidental take statements, and any other approvals or orders issued pursuant to Federal law necessary for the establishment and administration of the Coastal Plain oil and gas leasing program, and for other purposes.

November 9 – H.R. 6346: Advancing Nuclear Regulatory Oversight Act

Introduced by Rep. Debbie Lesko [R-AZ8], this bill would update oversight and inspection practices of the Nuclear Regulatory Commission, and for other purposes.

November 7 – H.R 6268: Nuclear for Brownfield Site Preparation Act

Introduced by Rep. Brett Guthrie [R-KY2], this bill would enable timely licensing reviews for nuclear reactor facilities at brownfield sites and retired fossil fuel sites, and for other purposes.

November 7 – H.R. 6253: Advanced Nuclear Reactor Prize Act

Introduced by Rep. John Curtis [R-UT3], this bill would authorize the Secretary of Energy to make awards to cover regulatory costs relating to licensing certain first-of-a-kind advanced nuclear reactors.

November 7 – H.R. 6265: NRC Mission Alignment Act

Introduced by Rep. Jeff Duncan [R-SC3], this bill would direct the Nuclear Regulatory Commission to update the mission statement of the Commission to ensure licensing and regulation is efficient and is in alignment with the policies stated in the Atomic Energy Act of 1954, and for other purposes.

Introduced by Rep. Rick Allen [R-GA12], this bill would streamline technology regulatory permitting and licensing, and for other purposes.

November 6 – H.R. 6252: Modernize Nuclear Reactor Environmental Reviews Act

Introduced by Rep. Randy Weber [R-TX14], this bill would direct the Nuclear Regulatory Commission to submit a report and conduct a rulemaking on facilitating efficient, timely environmental review of nuclear reactor applications, and for other purposes.

November 6 – H.R. 6232: Coordination for Soil Carbon Research and Monitoring Act

Introduced by Rep. Jennifer McClellan [D-VA4], this bill would establish an interagency committee on soil carbon sequestration research, and for other purposes.

November 3 – H.R. 6212: PROTECT Florida Act

Introduced by Rep. John Rutherford [R-FL5], this bill would provide a moratorium on oil and gas leasing and exploration on the outer Continental Shelf off the coast of Florida until 2032, and for other purposes.

November 2 – S. 3201: Stop Arctic Ocean Drilling Act of 2023

Introduced by Rep Jeff Merkley [D-OR], this bill would prohibit drilling in the Arctic Ocean.

November 2 – H.R. 6178: Bidirectional Electric Vehicle Charging Act of 2023

Introduced by Rep. Julia Brownley [D-CA26], this bill would require the Secretary of Energy to develop a National Electric Vehicle Bidirectional Charging Roadmap, and for other purposes.

November 1 – H.R. 6152: Adopt GREET Act

Introduced by Rep. Dusty Johnson [R-SD], this bill would require the Administrator of the Environmental Protection Agency to update the modeling used for lifecycle greenhouse gas assessments for approved field pathways under the Renewable Fuel Standard, and for other purposes.
