Directory of State Low- and Moderate-Income Clean Energy Programs

The Clean Energy States Alliance (CESA) has published an updated directory of low-and moderate-income (LMI) state clean energy programs. State energy officials can use the directory to inform LMI clean energy program design and compare approaches across states. Community-based organizations can use the directory to identify relevant state programs, funding opportunities, and partnerships.

The directory focuses primarily on clean energy generation, but it also covers energy efficiency and thermal energy programs that include clean energy technologies. It contains only those state programs that feature strategies targeted specifically at LMI residents or communities. It does not include programs that are carried out by non-state parties, unless the programs are funded or administered by a state entity, nor does it include federally funded low-income weatherization programs. This work is supported by the U.S. Department of Energy through the National Community Solar Partnership+ (NCSP+), in partnership with Lawrence Berkeley National Laboratory. In addition to resource creation under NCSP+, CESA also facilitates working groups on:
- Solar+Storage Monetization
- Energy Affordability
- Community Solar
Working group participation is open to state agency offices, quasi-public agencies created through state legislation or executive order, and nonprofit administrators of statewide energy programs. Learn more about these working groups at CESA’s NCSP+ webpage.
