A Message from the

Executive Director

It’s hard to believe that we are in the last days of summer. There are a few months left in the year, and GWRCCC is committed to getting more things done. We are pushing for more local, state and federal investments in clean energy and transportation that will improve our environment, grow businesses and create good jobs.

Funding News-Metropolitan Washington Council of Governments (MWCOG) with the GWRCCC, recently

won a $3.9 million grant from the federal overnment to deploy EV Charging Stations in Prince George’s County, Maryland and Northern Virginia. GWRCCC will provide workforce development and community

engagement services for the project. The project will focus on deploying EV charging stations in historically disadvantaged and underserved areas in the region.

Fleet News-GWRCCC will host quarterly Lunch & Learn events for Fleet Staff at various locations across the region. The first Lunch and Learn will be held on Thursday, September 19th at Noon to 1: 30 pm at the DC Fleet Office, 1735 15 th Street, NE, Washington, DC 20002, with a focus on Fleet Electrification and Biodiesel. Also, in October 2024, GWRCCC will launch our quarterly newsletter “Just for Fleets.” This publication will provide cutting-edge and invaluable information for fleet leaders, staff and other industry professionals.

Office Move & Growth- In the next few months, GWRCCC will be moving its main office to 899 North

Capitol Street, NE, Washington, DC. Additionally, with support from a U.S. DOE grant, GWRCCC is

expanding its services in Northern Virginia that will be supported dedicated staff. Stay tuned for new

initiatives and projects in both Northern Virginia and Baltimore too.

The GWRCCC Annual Clean Energy & Transportation Conference will be held on October 15-16, 2024. The first day is virtual, and the second day will be held at Martin’s Crosswinds in Greenbelt, Maryland. Over 15 industry leaders will be recognized at the GWRCCC Awards Luncheon on October 16 th . The

conference agenda includes excellent training for fleet staff, policy and industry panels, vehicle display

and showcase, reception, vendors, and over 50 different speakers. There are sponsorship, souvenir

GWRCCC Celebrates MWCOG’s CFI Grant Award

The Greater Washington Region Clean Cities Coalition (GWRCCC) congratulates the Metropolitan Washington Council of Governments (MWCOG) on securing $3.9 million in federal funding to deploy electric vehicle (EV) charging stations in disadvantaged communities across the DMV. This significant investment will enhance access to clean transportation, reduce emissions, and promote environmental justice throughout the region. We are proud to support this critical step towards a more sustainable future.

$521 Million in Grants Awarded to Expand National EV Charging Infrastructure

The U.S. Department of Transportation announced $521 million in grants through the Charging and Fueling Infrastructure (CFI) Grant Program to expand electric vehicle (EV) charging and alternative-fueling infrastructure across 29 states, eight Federally Recognized Tribes, and the District of Columbia. This funding will support the construction of over 9,200 EV charging ports, including $321 million for community projects like Milwaukee’s citywide EV charger installations and $3.9 million for chargers on the Sioux Reservation. An additional $200 million will fund fast charging projects along designated Alternative Fuel Corridors.

DOE Awards Over $12 Million for Local Clean Energy Projects

The U.S. Department of Energy has awarded $12.62 million to 35 state, local, and Tribal governments under the Energy Efficiency and Conservation Block Grant (EECBG) Program to enhance energy efficiency, lower energy costs, and reduce greenhouse gas emissions. Funded by the Bipartisan Infrastructure Law, these grants will support initiatives such as fleet electrification, solar installations, and energy efficiency upgrades in low-income communities. The EECBG Program is part of the Biden-Harris Administration’s Investing in America agenda, aiming to advance environmental justice and accelerate the nation’s clean energy transition.

FHWA Announces $800 Million in Funding for Low Carbon Transportation Materials Program

The Federal Highway Administration (FHWA) has made $800 million available through the Low Carbon Transportation Materials (LCTM) Program to support the use of low-carbon materials in transportation projects, reducing air pollution and greenhouse gas emissions. This funding, part of a $2 billion initiative under the Inflation Reduction Act, is now open to cities, metropolitan planning organizations, Tribal governments, and other agencies involved in transportation activities. The program aims to modernize transportation infrastructure with sustainable materials while contributing to the Biden-Harris Administration’s efforts to address climate change.

DOE Announces Intent to Fund University Training and Research in Fossil Energy and Carbon Management

The U.S. Department of Energy’s Office of Fossil Energy and Carbon Management (FECM) has released a notice of intent to issue a Funding Opportunity Announcement (FOA) for its University Training and Research program. The program aims to educate the next generation of engineers and scientists, enhance early-stage research at U.S. universities, and promote diversity in STEM fields. Expected areas of interest include expanding carbon management education, addressing gaps in the critical mineral supply chain, advancing soil carbon sequestration, and leveraging AI for carbon capture research, particularly at Historically Black Colleges and Universities and other Minority-Serving Institutions (HBCU-MSI). The FOA is anticipated in Q4 2024.

DOE Awards $36 Million to Boost Energy Research in Underrepresented Regions

The U.S. Department of Energy (DOE) has announced $36 million in funding for 39 research projects across 19 states through the Established Program to Stimulate Competitive Research (EPSCoR). This initiative aims to enhance scientific expertise and geographic diversity in energy-relevant research by fostering partnerships between institutions in underrepresented regions and DOE national laboratories. The projects will span various fields, including clean energy, advanced computing, and carbon management, and are funded for four years.

DOE Awards $50 Million to Support EV Supply Chain Manufacturing in Six States

The U.S. Department of Energy (DOE) has allocated $50 million through its Domestic Automotive Manufacturing Conversion Grant program to help six states adapt manufacturing facilities for the electric vehicle (EV) supply chain. Funded by the Inflation Reduction Act, this initiative targets small- and medium-sized automotive suppliers in Michigan, Ohio, Indiana, Kentucky, Tennessee, and Illinois. Each state will receive between $4 million and $18.4 million to support their transition to EV-related production, with applications due by October 15, 2024.

The U.S. Environmental Protection Agency announced $4.3 billion in grants for 25 selected applications under the Climate Pollution Reduction Grants (CPRG) program. These funds will support state, local, and Tribal entities in 30 states to implement projects that reduce greenhouse gases, improve air quality, and promote environmental justice. The grants will target sectors such as transportation, electric power, buildings, industry, agriculture, and waste management, aiming to achieve significant emission reductions by 2030 and 2050. This initiative is part of the broader effort to accelerate America’s clean energy transition.

By prioritizing cleaner materials like low-carbon steel, concrete, and asphalt, the program aligns with the Biden-Harris Administration’s commitment to reducing the nation’s carbon footprint and advancing climate-friendly infrastructure development
