- The MSAP Participating Contractor List Application Form opens to new applications from contractors on July 29, 2026. MEA will review submissions and update the MSAP Participating Contractor List repeatedly on a rolling basis.
- Please note: the selection of an FY27 MSAP Participating Contractor is required to complete and submit a new application for an upfront rebate reservation request (Step 1). MEA is currently working to approve more contractors and to update the FY27 MSAP Participating Contractor List below on a rolling basis. Please check this webpage often for updates. The FY27 MSAP Participating Contractor List will have no bearing on eligibility of an existing FY26 or FY25 application for a Maryland Solar Access Program rebate.
- Existing applicants may login to the My MEA portal to check the status of their application and to continue submissions to MEA. Under the Maryland Solar Access Program, “Click View More Details”. Click one of the following buttons to proceed:

- Step 1 Application: Use the MSAP Application Portal to (a) Start a new Maryland Solar Access Program Step 1 application, or (b) continue an in-progress Step 1 application.
- Step 2 Application: Use the MSAP Application Portal to start Step 2 for an application with a status of Step 1 Approved, or to continue an in-progress Step 2 application.
- Manage an Existing Application: Use Manage My Application to submit (a) missing information or documentation, (b) a rebate reservation extension request, or (c) a rebate reservation modification request.
- Upfront Rebate Reservation (Step 1): Applicants must apply for an upfront rebate reservation and the rebate reservation must be approved by MEA before installation of the solar PV system.
- Rebate Payment Request (Step 2): Applicants request a rebate payment after installation and interconnection of the solar PV system.
- Option 1: The homeowner creates a “Resident” account through the My MEA online application portal. The homeowner submits an MSAP application. The homeowner is designated as the recipient of the MSAP rebate payment.
- Option 2: The MSAP Participating Contractor creates a “Contractor” account through the My MEA online application portal (or logs in with their existing account). The MSAP Participating Contractor submits an MSAP application on behalf of the homeowner. The resident is designated as the recipient of the MSAP rebate payment.
- Option 3: The MSAP Participating Contractor creates a “Contractor” account through the My MEA online application portal (or logs in with their existing account). The MSAP Participating Contractor submits an MSAP application on behalf of the homeowner. The MSAP Participating Contractor is designated as the recipient of the MSAP rebate payment and passes through the benefits to the homeowner by discounting the cost of the solar PV system installation.

Each homeowner must select an MSAP Participating Contractor from the FY27 MSAP Participating Contractor List below.The MSAP Participating Contractor is the prime solar PV contractor required to:
- Execute a contract with the homeowner (referred to as the “Executed Solar PV Agreement”);
- Sign the MSAP Authorizations & Disclosure Form; and
- Take full responsibility for compliance with the terms and conditions of the MSAP program – including the terms of the MSAP Consumer Protection Policy, the Fossil Fuel Policy, and all applicable local, state, and federal laws, regulations, and building codes.
The MSAP Participating Contractor may also (but is not required to):
- Apply on the homeowner’s behalf;
- Receive the rebate, passing through the benefit to the homeowner via a discounted project price;
- Work with 3rd party installation subcontractors;
- Work with 3rd party sellers;
- Work with 3rd party solar lease or PPA providers;
- Use subcontractors for other purposes.

FY26 Target Audience: Income-eligible households who contracted with a contractor listed on the MSAP Participating Contractor List at the time the application was submitted for an upfront rebate reservation request (Step 1).
FY26 Program Offering: New applications for Step 1 (upfront rebate reservation) were accepted from July 21, 2025 to April 17, 2026.
