A Guide to Community Solar
U.S. Department of Energy This guide is designed as a resource for those who want to develop community solar projects, from community organizers or solar energy advocates to government officials or utility managers. By exploring the range of incentives and policies while providing examples of operational community solar projects, this guide helps communities to plan and implement successful local energy projects. This guide also highlights some policy best practices and suggests changes in the regulatory landscape that could significantly boost community solar installations across the country. (11/1/10)

Aggregate Net Metering Opportunities for Local Governments
U.S. Department of Energy This guide summarizes the variations in state laws that determine whether or not meter aggregation is an option for local governments, explores the unique opportunities that it can extend to public-sector photovoltaic projects, and describes the important details that must be considered when promoting or pursuing such a policy. Aggregate net metering is the practice of allowing one or more customers to combine their electrical meters for the purpose of net metering. Because local governments typically have many electric accounts and meters, aggregate net metering is one of the most relevant aspects of solar policy to local government solar projects. (7/1/14)

Database of State Incentives for Renewables & Efficiency
U.S. Department of Energy The Database of State Incentives for Renewables & Efficiency (DSIRE) is the most comprehensive source of information on incentives and policies that support renewables and energy efficiency in the United States. Established in 1995, DSIRE is currently operated by the North Carolina Solar Center at NC State University, with support from the Interstate Renewable Energy Council.
