Legislators in the House focused on passing the Operating Budget and the Budget Reconciliation & Financing Act (BRFA) this week. The House Appropriations brought numerous amendments to the floor that were debated, approved, and passed. The Senate debates the bills the remainder of this week and Monday. The differences between the chambers will be negotiated through conference committees assigned by leadership. The Capital Budget is considered after the other budget bills pass.
Policy committees continue hearing bills that crossed, considering others that did not, and schedule voting sessions. HB0960 – Investor-Owned Electric, Gas, and Gas and Electric Companies – Cost Recovery – Limitations and Reporting Requirements (Ratepayer Freedom Act) is scheduled to be heard on the House floor tomorrow (Special Order Calendar No.48). As you recall, the legislation did not cross over because of the special order.
