March Energy Legislation

Mar. 21 – H.R. 2486: Heating and Cooling Relief Act

Introduced by Rep. Yassamin Ansari [D-AZ3], this bill would amend the Low-Income Home Energy Assistance Act of 1981 to increase the availability of heating and cooling assistance, and for other purposes.

Mar. 27 – H.R. 2457: Mining Schools Act of 2025

Introduced by Rep. Clarence “Burgess” Owens [R-UT4], this bill would require the Secretary of Energy to provide technology grants to strengthen domestic mining education, and for other purposes.

Mar. 27 – H.R. 2432: Southwestern Power Administration Fund Establishment Act

Introduced by Rep. Sam Graves [R-MO6], this bill would establish the Southwestern Power Administration Fund, and for other purposes.

Mar. 27 – H.R. 2460: Eliminating the RFS and Its Destructive Outcomes Act

Introduced by Rep. Scott Perry [R-PA10], this bill would repeal the renewable fuel program of the Environmental Protection Agency.

Mar. 27 – S. 1181: Tribal Energy Fairness Act of 2025

Introduced by Sen. Brian Schatz [D-HI], this bill would amend the Energy Policy Act of 1992 with respect to the Department of Energy Tribal loan guarantee program, and for other purposes.

Mar. 25 – S. 1130: Mining Schools Act of 2025

Introduced by Sen. John Barrasso [R-WY], this bill would require the Secretary of Energy to provide technology grants to strengthen domestic mining education, and for other purposes.

Mar. 21 – H.R. 2280: BIRD Energy and U.S.-Israel Energy Center Reauthorization Act of 2025

Introduced by Rep. Debbie Wasserman Schultz [D-FL25], this bill would amend the Energy Independence and Security Act of 2007 to expand and reauthorize the United States-Israel Energy Cooperation program, and for other purposes.

Mar. 18 – H.R. 2205: NEDD Act

Introduced by Rep. Susie Lee [D-NV3], this bill would exempt the Secretary of Energy of certain prohibitions with respect to an unmanned aircraft system, and for other purposes.

Mar. 18 – H.R. 2188: COST Act

Introduced by Rep. Randy Feenstra [R-IA4], this bill would require the Comptroller General of the United States to conduct an analysis of the costs of converting light-duty vehicles in the Federal fleet to electric vehicles, and for other purposes.

Mar. 18 – H.R. 2177: Tradeable Energy Performance Standards Act

Introduced by Rep. Sean Casten [D-IL6], this bill would amend the Clean Air Act to establish a tradeable energy performance standard for large electricity generators and thermal energy users, and for other purposes.

Mar. 14 – H.R. 2144: No Fuel Credits for Batteries Act of 2025

Introduced by Rep. Mariannette Miller-Meeks [R-IA1], this bill would clarify that eRINs are not authorized for purposes of satisfying the volume of renewable fuel that needs to be contained in transportation fuel for purposes of the Renewable Fuel Program, and for other purposes.

Mar. 13 – S. 1020: Untitled

Introduced by Sen. Steve Daines [R-MT], this bill would require the Federal Energy Regulatory Commission to extend the time period during which licensees are required to commence construction of certain hydropower projects.

Mar. 13 – S. 1034: Southwestern Power Administration Fund Establishment Act

Introduced by Sen. Jerry Moran [R-KS], this bill would establish the Southwestern Power Administration Fund, and for other purposes.

Mar. 13 – S. 1030: Stop Giving Big Oil Free Money Act

Introduced by Sen. Edward “Ed” Markey [D-MA], this bill would prohibit Secretary of the Interior from issuing new oil or natural gas production leases in the Gulf of Mexico under the Outer Continental Shelf Lands Act to a person that does not renegotiate its existing leases in order to require royalty payments if oil and natural gas prices are greater than or equal to specified price thresholds, and for other purposes.

Mar. 13 – S. 1035: Untitled

Introduced by Sen. Dan Sullivan [R-AK], this bill would prohibit certain exports of natural gas produced or refined in the United States, and for other purposes.

Mar. 11 – H.R. 2053: Stop Giving Big Oil Free Money Act

Introduced by Rep. Raúl Grijalva [D-AZ7], this bill would prohibit the Secretary of the Interior from issuing new oil or natural gas production leases in the Gulf of Mexico under the Outer Continental Shelf Lands Act to a person that does not renegotiate its existing leases in order to require royalty payments if oil and natural gas prices are greater than or equal to specified price thresholds, and for other purposes.

Mar. 6 – S. 896: Co-Location Energy Act

Introduced by Sen. John Curtis [R-UT], this bill would authorize the Secretary of the Interior to co-locate renewable energy projects on certain existing Federal leased areas, and for other purposes.

Mar. 6 – S. 881: Renewable Fuel for Ocean-Going Vessels Act

Introduced by Sen. Pete Ricketts [R-NE], this bill would amend the Clean Air Act to include fuel for ocean-going vessels as additional renewable fuel for which credits may be generated under the renewable fuel program.

Mar. 6 – H.R. 1896: Renewable Fuel for Ocean-Going Vessels Act

Introduced by Rep. Mariannette Miller-Meeks [R-IA1], this bill would amend the Clean Air Act to include fuel for ocean-going vessels as additional renewable fuel for which credits may be generated under the renewable fuel program.

Mar. 5 – H.R. 1865: Mining Waste, Fraud, and Abuse Prevention Act of 2025

Introduced by Rep. Raúl Grijalva [D-AZ7], this bill would modify the requirements applicable to locatable minerals on public domain lands, consistent with the principles of self-initiation of mining claims, and for other purposes.

Mar. 5 – H.R. 1850: CRUDE Act

Introduced by Rep. Jodey Arrington [R-TX19], this bill would revise the authority provided to the President to impose export licensing requirements or other restrictions on the export of crude oil from the United States, and for other purposes.

Mar. 5 – H.R. 1892: Wireless Electric Vehicle Charging Grant Program Act of 2025

Introduced by Rep. Haley Stevens [D-MI11], this bill would direct the Secretary of Transportation to establish a Wireless Electric Vehicle Charging Grant Program and for other purposes.
