Connecticut Green Bank Supports Energy Resilience in Puerto Rico
The Connecticut Green Bank is supporting the development of the Puerto Rico Green Energy Trust, a nonprofit organization created by the Government of Puerto Rico in 2019 to foster and fund research, development and infrastructure projects that promote clean and renewable energy. The Connecticut Green Bank, a CESA member agency, is providing guidance on organizational structure and effective capital deployment strategies. This partnership is part of a broader effort by the Connecticut Green Bank to help build energy resilience among Puerto Rican communities in Connecticut, as well as other underserved communities in the state. “We want to see how we can increase access to more low-income families in Puerto Rico so that they can have access to these technologies and be resilient to power outages and reduce their power costs,” said Sergio Carrillo, managing director of clean energy incentive programs at the Connecticut Green Bank, and a board member of both CESA and the Puerto Rico Green Energy Trust. Meaningful Household Savings: Best Practices for Achieving Equitable Solar Development
CESA has published a new report compiling research on best practices for designing solar programs that provide meaningful benefits to low-and-moderate income households. The report examines different types of solar projects, including residential-serving community solar, rooftop solar, and installations serving multifamily affordable housing. It includes six case studies and information about savings verification. This report was produced as part of DOE’s Equitable Solar Communities of Practice initiative, in partnership with Greenlink Analytics; Inclusive Prosperity Capital; Partnership for Southern Equity; PosiGen; Stewards of Affordable Housing for the Future; and Sunwealth.

Energy Storage Program Design for Peak Demand Reduction

This issue brief, released by Clean Energy Group and CESA, outlines best practices and lessons learned for state policymakers and regulators engaged in developing energy storage peak demand reduction programs. The brief explores key elements of program design, such as incentive mechanisms and dispatch methods, as well as considerations for incentivizing load reduction versus power export, and peak demand reduction versus emission reduction.

Maryland Energy Administration Supports Innovative Low-Income Solar Program
|
The Maryland Energy Administration (MEA) is supporting the installation of free solar panels for low-income Baltimore residents through $4.6 million in grants to nonprofit Civic Works. The Baltimore Shines program uses a unique third-party-owned approach, where Civic Works owns the solar panels, qualifying them for solar tax credits which they will save and use for any necessary maintenance. Civic Works estimates that the 170 solar panels they plan to install will save residents $200,000 annually on their utility bills and reduce carbon emissions by 700 metric tons. “I think we need programs like Baltimore Shines all across Maryland,” said Brandon Bowser, Section Chief for Clean Energy and Resilience at MEA. “It is a locally led effort. The state’s acting as a resource and a subject matter expert to help guide the community to where it needs to go, and I would say that’s the best role of a state.” Read more about the Baltimore Shines program here.

The Clean Energy States Alliance has an immediate opening for a Project Manager for Energy Storage. This position will work on CESA’s energy storage-related projects involving state policy, state program development, and project implementation and will also participate in CESA’s research and outreach related to electricity system load growth and the impact of data centers. Through this work, the Project Manager will engage with other organizations including the Energy Storage Technology Advancement Partnership (ESTAP), the Energy Storage Policy for States Project, the National Community Solar Partnership+ (NCSP+), the Virginia Economically Disadvantaged Communities Energy Resilience Study, and the National Consortium for the Advancement of LDES (Long Duration Energy Storage) Technologies.
